If your guest isn't working at year level
Most families who home educate are doing it because school stopped working, and a great many are doing it for a child who would not manage a set task today. This is what Tasmania actually asks in that situation.
This authority's registration test is referenced to your guest's needs, not to a year level. A program is judged on whether it is high quality and meets those needs, so there is no year-level standard to fall short of.
The Diverse learning needs Standard
Tasmania mandates no curriculum — the OER states there is no requirement to follow the Australian Curriculum or any particular curriculum — and instead asks a program to address 10 Standards set by the Education Regulations 2017. Diverse learning needs is ONE OF THE TEN, so addressing your child's needs is a requirement rather than a concession. Schedule 1 states an approved program is to provide for the child to be provided with a rich educational program that meets their individual needs. The program is written up as a Home Education Summary and Program (HESP).
