- Education and Training Reform Act 2006 (Vic), s2.1.1 (parental duty to enrol or register for home schooling, ages 6–17), s2.1.2A (offence for failing to provide instruction once registered), s4.3.9 (the Authority — VRQA — may register a student for home schooling, and may cancel for non-compliance or refusing a program review), read together with the Education and Training Reform Regulations 2017 (Vic) for the operative registration, learning-area, learning-plan, review and cancellation detail. The Victorian Curriculum and Assessment Authority (VCAA) sets the Victorian Curriculum F–10 but has no role in home-schooling registration — that sits with VRQA alone.

If your guest isn't working at year level
Most families who home educate are doing it because school stopped working, and a great many are doing it for a child who would not manage a set task today. This is what Victoria actually asks in that situation.
This authority's registration test is referenced to your guest's needs, not to a year level. A program is judged on whether it is high quality and meets those needs, so there is no year-level standard to fall short of.
Towards Foundation Levels A to D
Integrated into the Victorian Curriculum F-10 for a small percentage of students with a significant intellectual disability, describing progression from pre-intentional to intentional engagement in learning, toward the learning described at Foundation level. WHETHER A HOME EDUCATING FAMILY MAY USE IT HAS NOT BEEN CHECKED — this was read from the VCAA's curriculum documents, not from Victoria's home education registration guidance, and a pathway written into a curriculum for schools is not thereby open to a family registered to home educate. Victoria mandates no curriculum for home education, so there is no year-level spine to fall off either way. Ask the VRQA before planning around it.
