- School Education Act 1999 (WA), Part 3 Division 6 'Home education' — s46 (defines 'home educator'), s47 (application), s48 (CEO registers, certificate issued, registration indefinite until cancelled), s49 (duty to inform CEO of changes), s50–51 (home education moderators; evaluation within 3 months of registration, then at least every 12 months), s52 (CEO may require a further evaluation over a concern), s53 (cancellation grounds, including unsatisfactory progress judged in part against 'the outline of curriculum and assessment in schools established under the School Curriculum and Standards Authority Act 1997'). The School Curriculum and Standards Authority (SCSA) sets the Western Australian Curriculum but has no direct registration role — that sits with the Department alone.

If your guest isn't working at year level
Most families who home educate are doing it because school stopped working, and a great many are doing it for a child who would not manage a set task today. This is what Western Australia actually asks in that situation.
This authority's registration test is referenced to your guest's needs, not to a year level. A program is judged on whether it is high quality and meets those needs, so there is no year-level standard to fall short of.
The WA Curriculum and Assessment Outline, if you want it
Home education programs do not need to follow the curriculum structure. A parent MAY choose to refer to the Western Australian Curriculum and Assessment Outline (SCSA), whose 8 learning areas can be a useful reference for planning, organising and discussing learning. SCSA resources for Pre-primary to Year 12 are available to home educators on proof of registration.

Progress demonstrated in different circumstances
The department states progress is not measured by traditional grades alone and may be demonstrated through academic growth, increased engagement in learning, improved self-regulation, greater independence, increased confidence and readiness to learn. ABLEWA — Abilities Based Learning Education program
Offered directly to home educators: provides support for the teaching and learning of students with disability and additional needs who are unable to access the Primary to Year 10 curriculum. WA also publishes home education program examples written by home educators for a child with autism, for a self-directed learner with pathological demand avoidance, and for a neurodivergent learner recovering from school burnout.

What progress looks like when the work will not happen

Progress may be demonstrated through:
- academic growth
- increased engagement in learning
- improved self-regulation
- greater independence
- increased confidence
- readiness to learn
It publishes worked indicators for each of these:
- Child completely refuses educational activities
- Child is severely depressed, won't talk or leaves the room
- Child identified as gifted and talented
- Child refuses to read but will do some maths, art, and science
- Child with ADHD or high energy
- Child with autism who struggles academically and avoids social interaction
- Child with anxiety about schoolwork
On the child who refuses everything: these steps build trust and readiness for learning; emotional safety is foundational.
